Providers build or place high-risk AI systems on the market. Deployers use those systems in a specific operating context. That difference matters. A provider may document architecture, model performance, training data, risk controls, and conformity workflows. A deployer must show how the system was actually used: who operated it, whether instructions were followed, whether human oversight was assigned, whether input data was relevant in the deployer context, and whether monitoring or escalation occurred when something looked wrong.
